Job Opportunity: Head of Programs

enke searching for a new Head of Programs!

We are looking to appoint a new Head of Programs. The Head of Programs will lead the strategy and execution of all enke: Make Your Mark programs, overseeing program development, high-quality implementation, evaluation and research, and continuous improvement of the program models. The Head of Programs will also oversee expansion of enke to new cities and/or countries, ensuring fidelity and guiding enke’s growth as a leader in the youth development sector both nationally and regionally.

The Head of Programs has ultimate responsibility for all of staff and volunteers who are directly related to the implementation of enke’s programmatic activities. A part of the senior management team, the Head of Programs iwill report to the Chief Executive Officer (CEO), who reports to enke’s Board of Directors. The Head of Programs will also work closely with the Head of Operations. This is a full time, three year contract position (minimum commitment) with travel as required and overtime or weekend work will be expected.

Start date: June/July 2018

Remuneration: Market related salary, dependent on experience

Desired Qualifications and Experience

  • At least 5 years of work experience in a nonprofit experience, at least 2 of which are in leadership/management positions.
  • Bachelor’s degree
  • Program development experience; familiarity with program evaluation; a record of achievement as an innovator; hands-on program experience, ideally in youth leadership, facilitation, community development.
  • The life experience and personality that will generate credibility with clients, staff and funders; able to engage positively with participants; familiar with the challenges faced by those served by enke: Make Your Mark
  • Visionary; able to lead strategic planning efforts
  • Strong leadership, management and problem solving skills
  • Assertive decision-maker – Assess situations to determine the importance, urgency and risks, and make clear decisions which are timely and in the best interests of the organization.
  • Outstanding problem solver – Assess problem situations to identify causes, gather and process relevant information, generate possible solutions, and make recommendations and/or resolve the problem.
  • A highly effective and skilled communicator; a good listener; actively seeks opinions of others in decision-making; consultative; able to inspire confidence and trust

  • Working knowledge of, and the ability to oversee, financial systems and budget development and management.

Essential Functions/ Responsibilities

Program Development and Management (35%)

  • Provide inspiring leadership and management to ensure the effective, quality and timely delivery of all of enke’s Programs
  • Oversee development and implementation of all program-related strategies. Ultimate responsibility for design, execution, assessment, and continuous improvement across all enke programs.
  • Implement and lead a continuous quality improvement process throughout the program area focusing on systems/process improvement.
  • Set program priorities and provide day-to-day guidance within the overall vision, mission and goals of enke; support, enable and hold accountable program staff within this framework.
  • Develop and implement long term goals and objectives to achieve the successful outcome of the programs.
  • Lead the development of a program evaluation framework to assess the strengths of the program and to identify areas for improvement.
  • Ensure that all program activities operate consistently and ethically within the mission and values of enke, as well as in accordance with relevant donor rules and regulations.
  • Oversee curriculum design and strategy; ensure that curriculum development meets program and organizational goals.
  • Develop new and unique ways to improve the efficiency of program operations across the organization
  • Develop robust management systems and tools to enhance efficiencies and accountability throughout the program structure.

Leadership and Management (30%)

  • Directly supervise all programs staff
  • Develop new and unique ways to improve the efficiency of program operations across the organization
  • Lead and manage the programmatic operation of the organization and ensure that the expectations of funders, partners, participants, and community stakeholders are met.
  • Lead a high performing programs team at all levels by developing and mentoring them. In partnership with the COO, implement recruitment, training and retention strategies
  • Develop a team-based environment for staff, providing for development, collaboration and well informed decision-making; ensure that staff have a secure environment in which to thrive
  • Strengthen and maintain the management and governance culture and practices of the organization

Financial Management (10%)

  • Work closely with the COO to ensure the financial viability and sustainability of the organization
  • Prepare and submit an annual operational budget for programs to the CEO and COO for review and approval, manage effectively within the budget and report accurately on the progress made and challenges encountered.

Stakeholder Relationship Management (10%)

  • Assist with the development of fundraising and other revenue generation plans to ensure funding for existing programs
  • Develop and maintain relationships with partners
  • Oversee the fulfillment of contract requirements and contract reporting for all Programs.
  • Provide expertise and advice to staff in order to facilitate collaboration and partnerships with external stakeholders.
  • Ensure consistent representation of the organization and its mission and programs.

Strategic Planning (10%)

  • Participate as a thought partner to Chief Executive Officer, Chief Operations Officer and the Board of Directors in setting organizational goals and strategy and developing plans for execution and implementation.
  • Work with staff to develop annual program goals. Oversee goal-setting for all programs and responsible for monitoring attainment of short and long-term goals.
  • Lead and assess potential new projects for expansion and/or partnerships.
  • Collaborate with all senior management on ensuring the sustainability of programs.
  • Actively contribute to the content and development of concept notes and proposals for additional program funding.

Expansion (5%)

  • Develop new initiatives to support the strategic direction of the organization
  • Lead piloting and testing of new and enhanced strategies in preparation for building a robust, replication model.
  • Oversee scale-up of programs to new cities and/or countries.
  • Supervise and ensure successful program launch and implementation at new sites.
  • Develop, standardize and codify expectations and procedures for expansion program model. Partner with senior team to design frameworks, tools, and resources to ensure programs are implemented with fidelity.
  • Ensure best practices are in place for knowledge management across locations and that information is standardized and utilized.
  • Engage in partnership building in new cities with schools, civil society organization and companies
